I thank the member for his question. (1)-(3) Tomorrow a ministerial council will be meeting. Unfortunately, as I will be sworn in tomorrow, I will not be able to attend that meeting. However, the director general of the department will be there. At that meeting there will be discussion with respect to container deposits. There will be the release of a report that is being undertaken through the ministerial council on the relative merits of the introduction of a container deposit levy scheme. I intend to look at that report. The ministerial council will look at a number of recommendations. I have looked at the proposed recommendations. I note the comments that have been made by the South Australian minister and his support for looking at a national scheme. That is something I am very happy to consider. It will be interesting to see what the mood of the other ministers is in this regard. I have received some reports on the views of some of the other states. I intend to make some further announcements after the report is presented tomorrow and when we have the final recommendations of the Environment Protection and Heritage Council. Having said that, a national scheme appears to be being considered, but we also need to look at the cost-benefit analysis and all those sorts of things. That is something that I think the EPHC will be looking at progressing towards.
