Communities—Child protection—Sexual offending
1175. Hon Nick Goiran to
the minister representing the Minister for Child
Protection:
I refer to the
Children's Court judgement on 5 November 2025 in The
State of Western Australia v CJD .
(1) Can the minister outline how the Department of
Communities assessed and managed the risk of placing a child with documented
diagnoses including intellectual disability, attention deficit hyperactivity
disorder, post-traumatic stress disorder and severe emotional dysregulation in
the same group home as a younger child aged 10 years, both of whom were under
the department's care in 2019?
(2) Given the court's reasons record longstanding
and well-documented concerns about this child's emotional regulation, cognitive
functioning and need for therapeutic intervention, has the minister interrogated
what oversight failures within the department allowed alleged sexual offending
to occur between two children under its protection?
(3) Will the minister table the last briefing note
she has received regarding this case?
(4) If no to (1), (2) or (3), why not?
