I refer to the contamination of soil
by chemicals known as perfluoroalkyl and polyfluoroalkyl
substances, or PFAS, at the site of the Forrestfield–Airport
Link tunnelling project.
(1) What is the
total volume of soil from the Forrestfield–Airport Link tunnelling
project that has now been accumulated at the temporary storage site at 777 Abernethy
Road, Forrestfield?
(2) Has soil from this project been
stored or sent to any other location?
(3) If yes to (2), to what locations
and in what volume to each location?
(4) What is the highest
concentration of PFAS that has been measured in this soil?

I thank the honourable member for
some notice of the question. The following information has been provided by the
Minister for Transport.
(1) As at 3 May 2019,
approximately 460 000 cubic metres of soil originating from construction works
for the Forrestfield–Airport Link project was stored at 777 Abernethy
Road, Forrestfield. This soil is capable of re-use in accordance with the PFAS
national environmental management plan.
(2)–(3) As
at 3 May 2019, approximately 100 000 cubic metres of soil was stored at a site
within Perth Airport, approximately 75 000 cubic metres of soil had been
re-used within the Forrestfield–Airport Link project works, and
approximately 50 000 cubic metres of soil had been re-used on other transport
projects within the Perth metropolitan area, including as fill material for two
interchanges on the NorthLink WA project.
(4) There are over 3 000 types of PFAS. The most
commonly detected PFAS compound in the Forrestfield–Airport Link
project's excess fill is perfluorooctane sulfonate or PFOS. The highest
concentration of PFOS that has been measured in the Forrestfield–Airport
Link project's excess fill is 0.007 milligrams per kilogram. This
concentration is below the human health and ecological assessment criteria in
the NEMP.
