The Report on Consultants Engaged by Government for the six months ending 31 December 2023 and 30 June 2024 confirm $4.25m paid to Hatch Pty Ltd in 12 months for vision, land use and employment strategies for Fremantle Port and surrounds. Can the Minister advise: (a) The process by which Hatch Pty Ltd were selected to undertake this work; (b) What milestones and deliverables were agreed prior to commencement and what was actually delivered and when; (c) Was a consultation process used by Hatch Pty Ltd as part of the work undertaken: (i) If so, who was consulted and when; and (ii) If not, why not; (d) Has Hatch Pty Ltd provided the Government with a draft and or final report on the work they undertook: (i) If so, when; (ii) Can this report can be tabled; (iii) If not, why not; and (iv) What were the outcomes; (e) How has the Government used the outcomes from the Hatch Pty Ltd consultancy to shape policy and priorities for Fremantle Port and surrounds; and (f) Has the work undertaken by Hatch Pty Ltd changed the Government’s approach and planning for Fremantle Port and surrounds: (i) If so, in what ways; and (ii) If not, what has this consultancy added to the planning process?

(a)      Via a competitive tender process.
(b)     The agreed-upon Request for Tender outlined deliverables across three phases.
Phase 1 covered initial scoping, the project plan, an engagement strategy, preliminary engagement, context analysis and technical investigations, all completed by July 2023. Phase 2 focused on planning design forums, development of the project vision, integrated transport and planning options, community engagement and associated engagement outcomes reporting, concluding in January 2024. Phase 3 comprised workshops, refinement of preferred options, and final drafting of the strategy and land use reporting, completed in June 2024.
