In relation to the Report No 63, Office of the Inspector of Custodial Services, tabled in State Parliament on June 15 2010, I ask:
(a) what directives, responses and actions has the Minister undertaken to address issues raised in section 5.15, relating to only four out of the 32 Indonesian prisoners interviewed during the inspection appearing properly aware of what was happening with their court cases?

(a) The situation as described in this section of the report was taking place in the initial stages of the cohort's placement within Hakea Prison (please note the inspection took place from 26 October to 6 November 2009 - some 15 months ago). As such, the majority of prisoners were disorientated, due to being in an alien environment, and had difficulty in coping with imprisonment in a foreign land.  It took some time to break down the communication barrier as the majority spoke many dialects of Indonesian and had a fear and mistrust of officials and people in uniform. The majority were illiterate and this compounded the complications in their understanding of the Department's legal processes and of their situation. Since that time, avariety of interpreters, Indonesian Consulate staff, Independent Prison Visitors, legal representatives and prison staff have been engaged to assist with overcoming these barriers.
