ARROW TRAINING SERVICES — REGISTERED
TRAINING ORGANISATION
467. Mr F.M. LOGAN to the Minister for
Training and Workforce Development:
If we can move on from
fire-breathing spiders to more sensible things.
Several members interjected.
The
SPEAKER : Thank you; that question is finished.
Mr
F.M. LOGAN : I draw the minister's attention to the Future Skills WA
funding of the registered training organisation Arrow Training Services of
Osborne Park.
(1) Why is this
company claiming that in order to issue a certificate III in warehouse
operations, it is compulsory that a period of four weeks' unpaid
workplace training is undertaken at Coles?
(2) Is this
course structure, which compels unpaid training, in compliance with both
Australian Skills Quality Authority standards and those of the WA Training
Accreditation Council?
(3) If a student
has paid for the RTO training either up-front or via VET FEE-HELP, why should
they also be expected to work for nothing to receive their certificate?

(1)–(3) I
thank the member for Cockburn for the question. I am flattered that he thinks I
know the activities of the thousands of training providers in Western Australia.
Mr
F.M. Logan interjected.
The
SPEAKER : Quick answer.
Mrs
L.M. HARVEY : If the member could put that question to me in an email, I would
be happy to provide that information. Alternatively, he can put it on notice
and I will provide the information to the Parliament.
Several members interjected.
The
SPEAKER : That is enough.
Mrs L.M. HARVEY : It is somewhat ridiculous to assume that when there are hundreds of
training providers that have contracts with the Department of Training and
Workforce Development, I am going to know the intricacies of that particular
training program. We have 600 priority skills areas that we fund for training.
The member is asking about one training provider and one arrangement. Give me
some time to find the information. If the member had given me some notice of
this question, I could have answered it, but I do not know the activities or
the arrangements of every individual training provider. I can provide the
information to the member in due course.
