I refer to the services provided by both Telstra and Alpha West Pty Ltd since March 1998 to support the Department of Employment and Training’s wide-area network telecommunications services. (1) At any time since March 1998 has the department identified incorrectly applied call charges, overcharging for redundant services and discount plans within the Telstra bills; and, if yes, who identified these? (2) Can the minister confirm that Deloitte Touche Tohmatsu investigated the Telstra bills since March 1998; and, if yes, over what period was the investigation, and will the minister table that report? (3) Has the department met with Telstra and Alpha West to present them with the findings of the Deloitte interim report; and, if yes, has either of them accepted the findings of the report? (4) Is the department in receipt of a deed of release, which would settle between the department and Telstra overcharging for the period March 1999 to June 2000, and for which it is currently seeking Crown Law advice? Hon N.F. MOORE

I thank the member for some notice of this question. (1) Yes, officers from within the Department of Training and Employment. (2) Deloitte Touche Tohmatsu undertook a preliminary investigation of the bills between March 1999 and March 2000. As Deloitte Touche Tohmatsu’s findings were preliminary in nature and have since been investigated further, it is not appropriate to table the report. (3) Yes. Telstra has accepted the findings. Discussions with Alpha West are ongoing. (4) Yes. The department has a draft deed of release, for which Crown Law advice has already been provided.
