Dr. Jacobs questions the Minister for Regional Development on how the Liberal-National government's $500 million investment in social housing, including $85 million from royalties for regions, will benefit vulnerable people. The Minister outlines the plan to build new homes, purchase/lease existing properties, and partner with private/non-profit sectors, focusing on seniors and families to halve the priority waiting list by 2017.

PUBLIC
HOUSING — GOVERNMENT COMMITMENT
359. Dr G.G. JACOBS to the
Minister for Regional Development:
I note the announcement over the weekend that the Liberal–National
government will invest more than $500 million into social housing, including
$85 million from royalties for regions. Can the minister explain how this
investment will benefit some of the most vulnerable people in our community?

I thank the member for Eyre for the question. I know that
even a place as beautiful as Esperance still has challenges in meeting social
housing demands. Even people in those areas are sometimes disconnected with
something as fundamental as having a roof over their head. It was very pleasing
to see the Liberal–National government's announcement on the
weekend ahead of the budget of $560 million to support an additional 1 500 homes,
including 1 000 social housing properties during the 2015–16 and 2016–17
budget years. That is a fantastic outcome for those most vulnerable people
within our community, with a particular focus on seniors and families with
children. Our goal is to halve the number of seniors and families on the
priority waiting list for social housing by 30 June 2017.
Mr D.J. Kelly interjected.
The SPEAKER :
Member for Bassendean, you are becoming boring now with interjections. I call
you to order for the first time. Thank you.
Mr D.T. REDMAN : As
the Minister for Regional Development, I am very pleased to support $85 million
of royalties for regions funds supporting that program to ensure that those
people who are most in need who live in the part of Western Australia that is
sometimes a little isolated have some resource support and transition to social
housing stock. The program will focus on the construction of new homes. In
addition, there will be some purchasing and leasing arrangements, trying to
take advantage of market sentiment at the moment and, of course, picking up
some partnerships with the private and not-for-profit sectors in order to
deliver value for money in getting those outcomes off the ground.
The Liberal–National government has a fantastic record
with its housing affordability strategy. We have a target of 20 000 by 2020 and
we have hit the 19 000 mark. We are well and truly ahead. We had a good plan in
place and we have been able to deliver on that plan. This is another investment
that will contribute to fantastic outcomes for those who are most in need in
our community.
Mr P.B. Watson interjected.
The SPEAKER :
Member for Albany!
Mr D.T. REDMAN : We
also must consider the economic benefits of supporting construction at a time
when the economy is a little depressed. It is important that such investments
do that. We will focus on seniors, families and children, those who are at risk
of harm, people with long-term illnesses, those who are suffering from mental
health conditions and the disabled and elderly who cannot support themselves in
the private market. I am very, very proud to be part of this government and
what we are delivering to the vulnerable in our community.
