(1) What is the Education Department policy in relation to pre-funding of educational infrastructure including primary and high schools, from private sector funding sources, whereby the Education Department repays the capital expense at such time as the Department would have incurred the expense for the infrastructure in the normal course of its capital works?
(2) If there is no such policy in place, has such a scheme been considered by the Department, and is there any current consideration being given to implementing such a policy in the future?

Only proposals involving no interest payments are considered. The timing of such projects must also take account of future educational planning.
