HOMELESSNESS STRATEGY, FUNDING
I refer the minister to his ministerial statement on the homelessness strategy, which was received with great acclamation by his colleagues, and to the answer he provided last week, that there are no additional funds in the budget for the strategy, and ask - (1) Does he have any other strategies or programs emanating from his portfolios, which are similarly not in the budget? (2) If he has, what are they? Hon TOM STEPHENS

(1)-(2) The answer I gave last week has not been adequately encapsulated in the question asked by the Leader of the Opposition. I have explained to the House, in terms that I thought even the Leader of the Opposition might have been able to understand, that a decision on the homelessness program was taken 14 days after the budget was cast. I have not been back to Cabinet for any additional programs since that date. All of my programs, other than the homelessness program, are contained in the budget papers. Hon Norman Moore: That is an encouraging start by Hon Tom Stephens. Hon TOM STEPHENS: Hon Norman Moore has been here for 25 years. One would think he would know something by now. He has been a pain in the neck the whole time he has been here. Why does he not take the next 25 years to be of some use to someone in Western Australia?
