The Minister for Training has been provided with the following response
(1) State and Commonwealth governments have committed to Closing the Gap on Indigenous disadvantage.
The Department of Education and Training has prepared a new five year plan for Aboriginal education and training in Western Australia, the
Aboriginal Education and Training Strategy 2009-2013
. This has been aligned with national directions and targets.
Through this government's training policy agenda -

, special attention has been directed to support Aboriginal participation in employment related training. The Government has set a goal for 30,000 Aboriginal people to be enrolled in employment related training over the next four years.
(2) Mobile Indigenous Trade Training Units were delivered in late 2008 to four regional areas (Pilbara, Kimberley, Central West and Kalgoorlie). Program delivery commenced in late 2008 and focuses on trades training taking place in Aboriginal communities.
Planning commenced in late 2008 to establish a new and enlarged training facility for Fitzroy Crossing to replace existing facilities which are no longer adequate for the needs of the town.
The State Government has implemented new industry training advisory arrangements in early 2009. Under the new arrangements, Training Councils will provide advice to Government on overcoming Indigenous barriers into training.
The WA Government will encourage Aboriginal people to undertake lecturing roles through initiatives such as Aboriginal cadetship.
To assist Aboriginal people gain long term employment, the WA government will seek commitment by employers to take on and support Aboriginal people once training is completed.
The WA Government will also contribute to the development of strategies to meet the COAG targets relating to 'Closing the gap' for Indigenous Australians - in particular the target to halve the gap in employment outcomes between Indigenous and non-indigenous Australians within a decade.
The Indigenous Training Support program, which enhances training and employment outcomes for Aboriginal people in regional and remote areas of Western Australia, commenced in April 2009.
The revised Aboriginal School Based Training (ASBT) initiative is being implemented in 2009.
(3) The budget for ASBT was allocated by the previous government in 2008 and has not been changed by the current government. The budget for the three financial years from 2008/09 is $11.5 million.
Remote and regional Indigenous training programs commenced delivery in November 2008 using four Mobile Indigenous Trade Training Units operated by Kimberley TAFE, Pilbara TAFE, Central West TAFE and Curtin University's Vocational Training and Education Centre at Kalgoorlie. These colleges were each allocated an additional $250,000 per annum in recurrent funding to cover ongoing costs.
State Government funding of $1 million for the Wiluna Training Centre was approved as part of the 2009/10 Budget. This will allow for additional training delivery to meet the needs of the local community and mining industry.
Capital funding of $3 million was approved by the State Government as part of its 2009/10 Budget for the new Fitzroy Crossing Training Centre.
(4) The new ASBT program has, at present, registered 577 year 10 students for Certificate 1 courses in 2009 due largely to improved engagement and recruitment strategies. Enhancements to the program are expected to improve completion rates.
The ASBT program also provides additional funding to Group Training Organisations to provide mentoring support to Year 11 and 12 School Based Trainees.
The Aboriginal Education, Training and Employment Officers (AETEO) program assists Aboriginal people, communities and organisations to develop locally based education, training and employment enterprise initiatives.
AETEO reporting for 2008 indicated a number of favourable outcomes for Aboriginal people including 122 employment placements; 273 training outcomes; 110 mentoring and/or career development opportunities; 165 jobs that were canvassed by AETEOs for Aboriginal applicants who are work ready; 631 Aboriginal clients were caseloaded by AETEOs during this period; 31 placements into traineeships/apprenticeships; and 27 career seminars, community workshops or EXPOs.
