Regarding the funding of the community based women’s health centres in Western Australia, I ask -
(1) How much funding do each of the individual community based women’s health centres receive from the Department of Health in 2011-2012, broken down into -
(a) core funding;
(b) recurrent project or program funding; and
(c) one off project or grant funding?
(2) Please explain any disparity for each area of funding given to each of the individual community based women’s health centres.
(3) Has the Minister or the Department recently allocated additional funding to the Ishar Multicultural Women’s Health Centre (Ishar) to address the needs of women in the outer Northern suburbs?
(4) If yes to (3) -
(a) how much funding has been allocated;
(b) on what basis and for what specific purpose has the Minister or the Department allocated this funding; and
(c) what geographic area is the newly funded Ishar service or program supposed to cover?
(5) Is the Minister aware of the cultural demographics from the census 2006 which identified 85 percent of the women in the Mindarie electorate as being born in an English speaking country?
(6) Is the Minister aware that in the 2006 census only 155 women, out of 7 000 migrant women living in the electorate of Mindarie, stated that they do not speak English well or not at all?
(7) Will the Minister or the Department fund the proposal, entitled ‘The Hub’ developed by the WOMEN’S Healthworks in Joondalup to deliver cost effective community based health and wellbeing services to the general population of women in the Clarkson, Merriwa and Butler area?
(8) If yes to (7), when?
(9) If no to (7), why not?

(c) Three of the women's health centres currently have one-off project or grant agreements with the Department of Health and one of those centre is also in the process of finalising a grant. These are: Ishar Multicultural Women's Health Centre; $35, 000 - National Post Natal Depression Initiative (Home Visiting Service) $204, 000 - National Post Natal Depression Initiative - 4 year service agreement (CALD Women's Support Group) $95, 000 - Outreach Pilot Project in Butler, Clarkson and Merriwa (Currently being finalised) South Coastal Women's Health Services (Rockingham); $20, 000 - Statewide Perinatal Mental Health Unit (Post Birth Support Group) Women's Health Works Health Education and Resource Centre (Joondalup) $20, 300 - National Post Natal Depression Initiative (Follow Up Treatment for Women with Post Natal Depression). (2) In 1999, the Public Health Outcome Funding Agreement between the Commonwealth and State Government provided funding to the women's health centres in Western Australia. Each of the centres were funded according to the services they were providing at that time. Several centres had their beginnings based in community and volunteer resourcing and were established and operating at various levels of outputs and volume. The difference in the current funding amounts is reflective of these historic processes and differing local needs of each community based centre. (3) Yes. The Department of Health has recently approved a one-off grant for Ishar to conduct a pilot outreach project in Butler, Clarkson and Merriwa. (4)(a) $95,000 for one year. (b) The one-off grant for the pilot has been provided to Ishar to enable the provision of a basic health service and assessment of the ongoing need in Merriwa, Clarkson and Butler areas. Women in these areas are characterised as being marginalised and/or at risk of achieving sustainable health gains. Families are facing isolation as well as economic constraints. The City of Wanneroo is ranked 12 out of the 34 local government areas in the Perth statistical region for SEIFA, the index for relative socio-economic disadvantage. In addition, the unemployment rate in the region is 6% as compared to the average of 4.2% in Western Australia. The current statistics also highlight the rapid population growth in these suburbs and relocation of newly arrived refugees and migrants who are high risk groups. The younger demographic in this region compared to the Perth statistical area raises concerns for the health and wellbeing of women as primary carers and the effect on intergenerational issues. (c) Merriwa, Clarkson, Butler and surrounding suburbs. (5 - 6) Yes. (7) Not at this time. (8) Not applicable. (9) At this time, the Department of Health does not have the available resources to support "The Hub". This may change if funding becomes available.
