CAMS specifications require that for tenderers to qualify to receive a preference as an Aboriginal organisation or an organisation that is committed to Aboriginal employment, a Tenderer must meet the following criteria:  Aboriginal persons own 75% of the legal entity submitting the tender; or  50% of the Tenderer’s management is controlled by Aboriginal persons; or  the Tenderer can demonstrate a commitment to ongoing employment strategies and programs for Aboriginal people to the satisfaction of the Department of Training and Employment. I have given a commitment that a detailed review of the Buy Local Policy will be undertaken after the policy has been operational for 12 months. The purpose of the review will be to ensure that the policy maximises the opportunity for local and regional businesses to win State Government contracts. The Government’s stated commitment to enhanced local purchasing will underpin the review. Major areas for attention will include:  Encouragement of local purchasing with the policy framework. This includes providing a wider discretion for local purchasing officers to purchase locally.  Provision of a transparent reporting regime that enables government, business and the community to know the level of local content being achieved; and  Ensuring business is provided with information on products and services that have not been able to be acquired locally and  Strengthening private sector provider elements of the policy to maximize opportunities for local contractors, especially in the works area. The review will also provide the opportunity for comment on the Aboriginal Economic Development Strategy in the Buy Local Policy. The review will include public forums that I will be attending throughout regional WA and the metropolitan area. The forums will allow agencies and suppliers to workshop issues associated with the policy and its enhancement.
