State hazard plan—Fuel supply
85. Hon Steve Martin to
the Leader of the House
representing the Minister for Energy and Decarbonisation:
I refer to concerns
around reliability of fuel supply due to international disruptions and note
that the Energy Supply Disruption State Hazard
Plan says the Coordinator of Energy is responsible for managing the
response, at a state level, to emergency supply disruptions for liquid fuel.
(1) What steps did the Cook government
proactively take to secure WA's fuel supply or prepare for these shocks prior
to the conflict in Iran?
(2) Since the beginning of the conflict
in Iran, what actions have been taken to secure WA's fuel supply and respond to
potential shocks?
(3) What is the Coordinator of Energy's
current assessment of the continuity of fuel supply into WA?

I thank the
honourable member for some notice of the question.
The following
response has been provided by the Minister for Energy and Decarbonisation, and
I answer on behalf of the Leader of the House.
(1) Western Australia maintains a
diversity of supply with multiple import sources of refined product delivered
by multiple fuel suppliers via several fuel-enabled ports along the WA coast
between Esperance and Broome. A state hazard plan for energy supply disruption,
including liquid fuel disruption, was endorsed by the State Emergency
Management Committee and has been in place since 2018.
(2) The state government has participated
in meetings of the National Oil Supply Emergency Committee, had executive level
contact with major oil importers and is monitoring local fuel demand
fluctuations in Western Australia.
(3) Australia and Western Australia are
supply secure, with present stocks similar to what they were at the start of
the conflict, and contracted fuel cargo vessels continue to arrive as expected.
The Coordinator of Energy is currently maintaining a level 0 monitoring
incident under the Energy Supply Disruption State
Hazard Plan .
