The Minister would be aware of increasing community concern over the continued operation of the two concrete batching plants in East Perth and the fear that the October 2012 license expiry will be extended again, to the detriment to the commercial and residential amenity and development of the area. In relation to this, I ask:
(a) can the Minister outline his position on whether or not he would consider extending the operating licenses of the plants past the October 2012 expiry date; and
(i) if yes, under what circumstances?

(a-i) The Town of Vincent, through the administration of its local planning scheme, has the responsibility to consider and determine any extension to existing planning approvals for the concrete batching plants in East Perth. The Department of Environment and Conservation, under current environmental legislation, has the responsibility to consider the extension of the operating licenses of the plants.
Any decision of the Town of Vincent is subject to an application for review by the State Administrative Tribunal. As the Minister for Planning, I have the authority under the provisions of the
Planning and Development Act 2005
to either make a submission to the Tribunal on the matter for review or call in the application for my determination.
