Reports on Consultants Engaged by Government for the six-month periods ending 31 December 2024 and 30 June 2025 confirm total payments of $204,348 by the Department of Planning to Deloitte Touche Tohmatsu for outcome-based management reviews for the Department of Planning, Lands and Heritage, the WA Planning Commission, the Heritage Council of WA and the Aboriginal Affairs Planning Authority. Can the Minister advise: (a) What prompted this review; (b) Is this part of a broader agenda across government departments; (c) Whether consideration was given to conducting the review in house: (i) If so, why was it not; and (ii) If not, why not; (d) When was Deloitte Touche Tohmatsu engaged; (e) When is a final report expected; (f) Has a final report been received: (i) If so, when and can it be tabled; (g) What are the findings of the review; (h) Does the Government accept the findings; (i) If so, how will they be implemented and at what cost: (i) If not, why not; (j) Whether he is aware of the Office of the Auditor General’s (OAG) recommendation (contained in Report 6 ‘Financial Audit Results: State Government 2025’) that entities need to perform a review of their Outcome Based Management, whether impacted by Machinery of Government or not, to ensure that the Key Performance Indicators (KPIs) presented are still the most relevant and appropriate and align with the entities outcomes and services; (k) Whether any of the entities subject to this review received a management letter from the OAG prior to this review being undertaken or while it was underway recommending a review of their OBM and specifically KPIs; (l) If so on what date, and were the OAG’s recommendation included as part of the review; and (m) Does this review include a specific requirement to examine KPI’s: (i) If not, and given the OAG’s recommendation, will he require that this is addressed in the review, if not already completed?

(a) – (m) Departments are required to regularly review their Outcome-Based Management (OBM) processes to ensure Key Performance Indicators (KPI) remain relevant, appropriate and aligned with the Department’s outcomes and services.
Given the complexity involved in applying OBM and KPI reporting frameworks, undertaking an external review is considered good practice. All reports were received by 9 April 2025.
The new Outcome-Based Management and associated KPIs have been approved by the Department of Treasury and Finance and have been implemented for 2025-26.
