Can the Minister advise: (a) The process used to engage FORM for this consultancy; (b) The Terms of Reference for the consultancy ; (c) Has a report been submitted to Government: (i) If so, when and can it be tabled; (d) If not, when is a report likely to be submitted to Government; (e) If the report has been completed, what recommendations have been made; (f) Does the Government accept the recommendations; (g) What are the costs, timeframes and processes for implementing the recommendations; (h) What are the benefits to the State of implementing the recommendations; (i) What are the challenges to the State of implementing the recommendations; (j) The location for these two cultural tourism attractions; and (k) If there is any connection between this consultancy and FORM’s previous $16,020 consultancy through the Premier’s portfolio (period ending 30 June 2024) to consider art and tourist installation attraction proposals for Collie: (i) If so, what is that connection?

(a)-(b) Consultancies are engaged and operate in accordance with the Western Australian Government procurement rules and guidelines.
(c)-(k) The business case was for new tourism attractions, which led to the Swan Valley and Perth Hills Tourism Package being allocated funding in the 2025-26 Budget. This tourism package will support the Western Australian Government’s continued diversification of the State economy - creating and supporting jobs, increasing midweek visitation to the Swan Valley and increasing visitor spend. The business case cannot be tabled as commercial-in-confidence contractual negotions are currently being undertaken for the next stage of the project. There is no connection to FORM's previous consultancy.
