approval of new hotels within and near the new Elizabeth Quay waterfront
development.
(1) Does the
minister support a recent Perth city council decision to recommend refusal of a
new hotel in the area because it would be taller than the Bell Tower?
(2) Does the
minister agree that hotels in the area should be smaller than the Bell Tower?
(3) What is the

(1) I understand
the proposed building is not taller than the Bell Tower. The proposed height is
just over half the height of the Bell Tower spire. The opportunity for local
governments to be able to comment on and provide recommendations to the
Metropolitan Redevelopment Authority on development applications within their
area is an important part of the MRA legislation. The ultimate decision on the
development application rests with the MRA, which will have due regard to the
comments of the City of Perth.
(2) The Bell
Tower is an important landmark for Perth city. The form of buildings should
take into consideration, and respect, the setting of the Bell Tower. The height
of the buildings is one way of achieving this, but is not the only way. The
overall design—in terms of orientation, setbacks and building form—needs
to be considered.
(3) The MRA is
in ongoing discussions with the applicant to achieve the best outcomes for the
site, including considering the City of Perth and public comments. The status
of the concurrent development application to the Swan River Trust is a matter
for the Minister for Environment.
