TRAVELSMART PROGRAM, PROMOTIONAL HATS AND COFFEE MUGS
Some notice of this question has been given. I refer the minister to tender details posted on the Government’s web site that reveal that on 17 December 2001, a $46 752 contract for “the provision of promotional hats and coffee mugs” was awarded by the Department for Planning and Infrastructure. (1) Why were these promotional hats and coffee mugs purchased, and for whom were they purchased? (2) What quantity of promotional hats and coffee mugs was purchased under this contract? Ms MacTIERNAN

(1)-(2) One of the things I find very touching and reinforcing is the implicit recognition by members opposite that we are a much more competent Government than they were when in government. This is the first question without notice of which some notice has been given that I have had, although I have had scores of questions; I think other ministers have found the same thing. It would be fair to say that for probably three-quarters of the questions that we asked when in opposition, we gave some notice. I note that we were given notice at 12.35 pm. I remind members opposite that when they were in government they would not accept any notice of questions after 11.00 am. However, we are happy to answer this question, because the member is right; we are more competent than her Government was. I am confident that once I give the answer, I will have the full support of the member for Carine for this item of expenditure, because I am sure the member for Carine is committed to public transport and shares the commitment that the Opposition had when in government to the TravelSmart program. These coffee mugs and hats were purchased as part of the promotional campaign for the TravelSmart program. TravelSmart is an individualised public transport program that involves encouraging individuals within a selected suburb to change their habits to become public transport users. Part of the TravelSmart program involves a system of reward and encouragement. Apparently mugs and hats do the trick! Mr Barnett: Yes - $47 000 worth of them! Ms MacTIERNAN: I want to make sure that before opposition members race up to the press gallery they know what their Government did on the TravelSmart program. In 1999, the then Government ran a pilot TravelSmart program in South Perth, in which it spent $84 000 on history books, mugs, shopping bags and water bottles. This program has had bipartisan support. After that South Perth trial, it was determined by the previous Government, and subsequently supported by this Government, that TravelSmart is a worthwhile program. It is very important that we get people in Perth to change their habits to use our public transport system. I am sure that the member for Carine will now hop up with a supplementary question complimenting us on continuing the TravelSmart program.
