I refer to Budget Paper No. 2, Volume 2 at page 537 "Spending Changes", line item "National Partnership Agreement Mental Health Reform Individual Community Living" and note the allocation for 2013-14 is less than half the allocation provided in 2013-14, and ask: (a) why has the funding allocation in 2013-14 decreased by more than half the allocation in 2012-13; (b) is all of this amount Federal Government funding; (c) if no to (b), how much is Federal Government funding and how much is State Government funding; (d) will the Minister to provide an itemised account of where and how the money will be spent; (e) how much of this allocation will be spent in the South West electoral region (provide details of the purpose, location and amount allocated, and the amount of housing to be provided); (f) how much of this funding will be provided to non-government organisations to deliver the individual community living; (g) which non-government organisations will be allocated funding, and how much funding will each non-government organisation receive; (h) with the significant decrease in funding allocation, what measures is the Minister taking to ensure the State Government continues to provide the necessary funding to provide much needed individual community living accommodation for people with mental health problems as demand for such accommodation is increasing not decreasing; (i) what is the termination date for the national partnership agreement; and (j) if this information is not currently available, when will it be available?

a) The funding identified in 2012-13 includes capital costs for the purchase of identified properties. Funding identified from 2013/14 is for packages of support and does not include any capital costs.

d) Of the 30 packages of support funded by the Federal Government over four years:

18 packages were allocated, 9 in the Perth metropolitan area, 9 in the country (including three in the South West region).

12 packages to be allocated across Perth metropolitan and country areas.
Funding identified for support packages is allocated to individuals to be managed by non-government organisations identified on the Commission's panel of preferred providers for Individualised Community Living.
e) Of the 30 packages of support, $285,000 has been allocated as at November 2013 in the South West region for 3 packages.  Until 201516, 12 packages of support have still to be allocated to individuals.  The number of these individuals to be supported who live in the South West is not yet known at this stage.
f) All funding is provided to non-government organisations that have been identified on the Mental Health Commission's panel of preferred providers.
g) Non-government organisations appointed to the panel of preferred providers for individualised funding are:
