I refer to the South West Tourism Industry Forum held on 2 February 2018, and ask: (a) with the exception of the CEO of the SW Development Commission, were any other representatives from the SW Development Commission present at the function; (b) if yes to (a), can the Minister list who they were; (c) is the Minister aware of any announcements made by the City of Busselton in regard to signing (letting) the contract for the construction of the new Busselton Airport Terminal Building; (d) can the Minister confirm the minutes of the Governance Committee Meeting of 22 January 2018 chaired by the CEO of the SW Development Commission refers to a timeline for awarding the tender to start on 31 January 2018 and be completed by 6 February 2018; (e) can the Minister confirm that the CEO of the Development Commission was also aware of this timeline; and (f) if yes to (e), why do emails to the Minister's office seem to indicate that the CEO was surprised in relation to the likelihood of signing the contract to construct the Busselton Airport Terminal Building?

(c) I was made aware on 5 February 2018 that the City of Busselton had signed the design and construct contract for the Busselton airport terminal building. I am now aware that the City of Busselton included the announcement in their newsletter distributed on 2 February 2018.
(d)to (f)  Yes, the minutes outline the City’s intent to finalise the tender process by early February. The minutes also reflect that the South West Development Commission Chair suggested to the City of Busselton that they consider awarding the terminal contract upon receiving an indicative commitment for a commercial airline service, which was expected in March 2018.
The City did not formally advise the South West Development Commission that the contract had been awarded until 5 February 2018. Further, neither the Mayor nor CEO of the City of Busselton advised the Minister, the Chair and the CEO of the South West Development Commission, in the meeting in Busselton on 3 February 2018, that it had already awarded the contract.  The meeting of 3 February was set to discuss whether the City should proceed to enter into a contract.  At no point in that meeting did the City inform the Minister that they had already entered into the contract.
