CHESTER BLOCK — LOGGING
I refer to Chester block and the strong community objection to its logging, including an anti-logging motion put forward by the Shire of Augusta-Margaret River, its acknowledged high conservation value, the small size of the projected resource and the minimal expected financial return to the Forest Products Commission. What justification can the Forest Products Commission give, other than its being on the logging schedule, for the logging of Chester block? Hon KIM CHANCE

I thank the member for some considerable notice of this question. Hon Paul Llewellyn : I like to give a lot of notice. Hon KIM CHANCE : The following is the answer that was prepared on Tuesday, 18 March and is accurate to that date. With respect to the honourable member’s introduction of the question, portions of Chester block would not be included on the harvest plan if the conservation commission did not believe the conservation values of the block were adequately protected, because that is a requirement of the Forest Management Plan. The Chester 01 harvest coupe, which comprises less than one-third of Chester block and less than half the state forest component of Chester, the balance of the block being formal conservation reserve, is a carryover coupe in the 2008 harvest plan. The sustained yield as approved under the Forest Management Plan 2004-13 is available from a number of coupes that vary considerably in yield. It is normal practice for the Forest Products Commission to mix coupes of low yield, such as Chester 01, with others of higher yield in order to achieve a reasonable balance. However, all areas on the harvest plan make an important contribution to the whole. I am advised that practical scheduling factors indicate that Chester 01 is now unlikely to be harvested prior to summer 2008-09. As part of normal practice, the Forest Products Commission will undertake community consultation, including with the Shire of Augusta-Margaret River and concerned community members, prior to commencement of harvesting.
