I refer to the Regional Tourism Review Final Report dated 1 July 2009, presented to Tourism Western Australia by Synovate Ltd, which highlights the need for greater accountability and performance management systems in the Marketing and Services Agreements between Tourism WA and the five Regional Tourism Associations (RTOs) currently under review, and ask -
(1) Why did the Board of Tourism WA not endorse recommendation (4) of the report that Tourism WA should, ‘perform a feasibility assessment of a performance driven funding model in consultation with RTOs and industry’?
(2) Does the Minister support the Board’s decision not to endorse recommendation (4) of the report and not link future funding of RTOs to clearly identifiable and measurable outcome based Key Performance Indicators (KPIs)?
(3) If yes to (2), why?
(4) If no to (2), will the Minster overrule the Board’s decision and link future funding of RTOs to clearly identifiable and measurable KPIs in the new Marketing and Services Agreements due for commencement on 1 July 2010?

(1) The Board of Tourism WA rejected recommendation 4 because it received strong objection from all Regional Tourism Organisations, which requested that the model of equal base funding be retained.
(2) Yes.
(3) RTOs will still be required to work with Tourism WA to develop and meet clearly identifiable and measurable outcome based Key Performance Indicators which will be included in the new Marketing and Services Agreements.
(4) Not applicable.
