With regard to the Conservation Commission, I ask: (a) during the current Forest Management Plan is it correct that the Department of Environment Conservation (DEC) has been in continual non-compliance as a result of its failure to develop on time or at all the range of subsidiary management documents required by the current plan; (b) over the course of the existing Forest Management Plan has there been serious ‘on-ground’ compliance breaches documented by the DEC; (c) if yes (b), how many and what action was taken to stop the breaches; and (d) if there have been ‘on ground’ breaches, has there been a failure on the part of the Forrest Products Commission to enforce the provisions in commercial contracts with logging operators?

(a) The Forest Management Plan for 2014 to 2023 only commenced on 1 January 2014. Dates are included for the revision or development of some guidance documents, which are yet to occur.
(b)-(c) For incidents found not to be compliant with timber harvesting guidance documents the department issues either a Management Letter, Work Improvement Notice, or an Incident Report to the Forest Products Commission.
(d) As the Forest Products Commission administers the operations of its contractors, this question should be directed to the Minister for Forestry.
