TRANSCULTURAL MENTAL HEALTH UNIT
118. Hon LYNN MacLAREN to the Minister
for Mental Health:
(1) Is the
minister aware that the Health Consumers' Council WA's Consumer
Excellence Awards in 2014 recognised Dr Bernadette Wright of the transcultural
mental health unit with the health professional award for outstanding service?
(2) Noting the
high migrant population in Western Australia, what programs does the government
implement to cater for the mental health issues of culturally and
linguistically diverse people?
(3) What clinical psychology
services are available for people from migrant and refugee backgrounds?
(4) Is the transcultural mental
health unit at Royal Perth Hospital continuing to operate?
(5) What, if any,
resources has the government committed to maintaining these essential services
into the future?

I thank the member for some notice
of the question.
(1) Yes. I
congratulate Dr Wright and her team on her award and her outstanding
achievements.
(2) The
transcultural mental health program provides a state service to consumers from
multicultural backgrounds. Services include assessment, treatment and ongoing
management of adult patients of migrant and refugee backgrounds, aged 18 to 65
years, who present with mental disorders. The transcultural program engages in
intervention, research, resource development and education that is aimed at
supporting the many ethnic communities and stakeholders with whom it
collaborates. Partnerships with a broad network of stakeholders have been
developed. The Mental Health Commission provides funding to the Association for
Services to Torture and Trauma Survivors Inc, Ishar Multicultural Women's
Health Centre and Fremantle Multicultural Centre of Western Australia to
support mental health for people from migrant and refugee backgrounds.
(3) There is 0.8
full-time equivalent clinical psychology time available within the
transcultural mental health service. In addition to this resource, culturally
and linguistically diverse people may access mainstream psychology services
within their catchment area teams, and support liaison can be provided via
consultation with the specialist psychologist via the transcultural mental
health service. Individuals referred to the Mental Health Commission–funded
services identified in (2) may be provided with clinical psychology services or
a range of other counselling or other support services.
(4) The program continues to operate
as a statewide service.
(5) The current
configuration of the transcultural mental health service provided by the South
Metropolitan Health Service is as follows: 0.8 FTE, clinical psychology; 0.2
FTE, consultant psychiatrist; one FTE, community nurse; and 0.2 FTE,
administration.
