the Premier:
I refer to a recent
bail hearing reported by Channel 9 and WAtoday in which the magistrate stated that if they cannot do electronic monitoring in
Bunbury, they are not going to be able to do electronic monitoring in
Katanning. Given that community corrections has a presence at Katanning, WA
police are in Katanning and there is 3G and 4G coverage in Katanning, I ask the
following.
(1) The Premier promised Western Australians that
violent family and domestic violence offenders would be, in his own words,
shackled and monitored. When did his government's so-called mandatory GPS
monitoring become optional?
(2) How can it be acceptable that regional
families, including those in Katanning, are being put at risk because his GPS
tracking system simply does not work outside the metropolitan area?

question. This government has done more to prevent the scourge of domestic
violence than any other government. That includes over half a billion dollars
extra in funding since 2017, the appointment of Western Australia's first Minister
for Prevention of Family and Domestic Violence and, in addition, a significant
increase in the number of refuge beds, with another 91 beds or units in the
pipeline. In relation to our electronic monitoring program under these family
and domestic violence laws, hundreds of offenders have been subject to
electronic monitoring under our changes to the act. The WA Commissioner of
Police has confirmed that all people with electronic monitoring are monitored
24 hours a day, seven days a week and that breaches are responded to 24 hours a
day, seven days a week. I cannot speak for the magistrate in this particular
case, so the member opposite will have to direct those questions to that
individual.
