Can the Deputy Premier give the House an assurance that the capital works allocation in the 2000-01 budget for the Bunbury coastal enhancement project will remain available for the advancement of the Back Beach precinct? Can the Deputy Premier also advise when the independent report prepared by Mr A.F. Nielsen of Unisearch Ltd - the commercial division of the University of New South Wales - will be received by the South West Development Commission? Mr COWAN

I advise the member for Bunbury that we have received an interim report from the consultant who was engaged to identify some means by which we could deal with the problem that is associated with the erosion on the Back Beach in Bunbury. That interim report reached the conclusion that there are only two methods by which we can deal with the issue: Have a continuous annual replenishment of sand on the beach; or give nature a bit of assistance by the placement of some groynes. The general view in the interim report is that insufficient data was available to the consultant to make a firm recommendation on either sand replenishment or some form of alternative, such as the groyne proposition that had been put forward. A request has been made for further work to be done. I have agreed that that investigation should be conducted as quickly as possible, and I assume that the South West Development Commission will award the additional work to that same consultant to get some verification about what is the best method of dealing with the erosion on the Back Beach. With regard to the capital works program in this year's budget, it would be appropriate for the member for Bunbury to indicate to the people of his constituency and to Bunbury City Council that that money has been made available for the purpose of dealing with the Back Beach. I am comfortable with the funds being retained for that purpose. If Bunbury City Council can, in conjunction with the member for Bunbury, identify those parts of the project that will not be affected by the beach itself - in other words, some of the parkland restoration or rehabilitation - and if I get an indication from Bunbury City Council that that is what it wants to do and that at some time in the future it will not change its mind, I will be prepared to have the enhancement program, particularly in the area of parkland rehabilitation, commence as quickly as it can possibly be done.
