STATE-OWNED LAND — UNSOLICITED BIDS GUIDELINES
1351. Hon SUE ELLERY to the
minister representing the Minister for Lands:
I refer to the announcement in June of the intention to bring
forward an unsolicited bid process whereby the private sector identifies
government-owned land and suggests innovative ways of bringing that to market.
(1) What process has the government established to manage
these unsolicited bids?
(2) Has the government received any such bids; and, if so,
how many and for which sites?
(3) Is the government in negotiations or has it completed any
sales under this process?

I thank the Leader of the Opposition for the question. Did I
get that right?
Hon Sue Ellery : Yes, I am the Leader of the Opposition. I
plan to be the Leader of the Government at some point.
Hon Col Holt : Sorry; I apologise.
(1) The
government is currently finalising an unsolicited bids guideline for the sale
or lease of state-owned land to guide the Minister for Lands in the exercise of
his power to sell or lease state-owned land by private treaty.
(2) No formal
submissions prepared in accordance with the framework set out in the guideline
have been lodged for assessment and subsequent consideration by cabinet.
Although the department has not requested any proposals, a number of proposals related
to the purchase or lease of state-owned land on an exclusive, non-competitive
basis to facilitate a specific development proposal have been received but not
accepted as formal submissions. The government is aware that a number of
submissions are likely to be formally lodged for assessment when the guideline
is released.
(3) No.
