I refer to the amended heads of agreement that the government
signed with Allia Venue Management and, in particular, as confirmed by the Premier today, the fact that it was the
government's decision to insert the new compensation provisions for
termination. Why did the government create the obligation for the state to pay

Allia was a good operator and I want to emphasise that the government was happy
with the job Allia was doing. As venue manager it was fulfilling its
responsibilities with the maintenance and capital and investment in areas such
as catering fit-outs at the stadium. It was certainly doing its bit, albeit
with the challenges that came with the temporary infrastructure that was there.
That temporary infrastructure was getting to such a state that meant we wanted
to redevelop the stadium. Allia had an existing contract. One of the clauses of
the heads of agreement is a termination clause—both ways—and I
think that is a fair clause.
