The SPEAKER: Order, members! Mr C.J. BARNETT: I will start my question again. I refer the Premier to the unprecedented breach of security at the Supreme Court last week which saw nine dangerous prisoners escape custody and to the comments made by the Minister for Justice on Stateline that “the buck is always going to stop with the Government.” (1) Does the Premier concede that his minister’s incompetence has put Supreme Court staff, motorists and the public of Western Australia at risk? (2) Will the Premier admit that in placing such a strong emphasis on her role as President of the Australian Labor Party in recent months, the Minister for Justice has neglected her duties as a minister and has placed politics and the ALP ahead of public safety? Mrs M.H. Roberts: We have not had a meeting for months. The SPEAKER: Order, members! Mrs M.H. Roberts interjected. The SPEAKER: Order! Are members finished? Mr C.J. BARNETT: My question continues - (3) Does the Premier want the member for Midland - Mr R.C. Kucera interjected. The SPEAKER: Order, minister! Mr C.J. BARNETT: My question continues - (3) Does the Premier want the member for Midland to be President of the Australian Labor Party or to do her job as a minister of the Crown? Dr G.I. GALLOP

(1)-(3) I have full confidence in the member for Midland as the Minister for Police and Emergency Services and the Minister for Justice in this State. I could go through what she has done for improving security in our prison system, but that is a matter for later debate. The buck does stop with the Government in this respect and that is why we have a responsibility to look at every aspect of what happened and led to this very unacceptable event last Thursday. Mr C.J. Barnett interjected. Dr G.I. GALLOP: The Leader of the Opposition can play his politics, he can have his fun. I hope he is getting fulfilment from this game he is playing. Mr C.J. Barnett: They are dangerous criminals, Premier; it is not a game. Dr G.I. GALLOP: I will tell the Leader of the Opposition what we will do. We will investigate what happened and make sure that it does not happen again. That is our responsibility as a Government. What happened last Thursday was unacceptable. It should not have happened and, therefore, we will make sure we look at every aspect of the issue. We have not heard any sensible discussion from the Liberal and National Parties - the so-called wonderful coalition - about how to deal with this issue. Mr C.J. Barnett: Sack the minister! Get rid of an incompetent minister! Dr G.I. GALLOP: That is their approach. Our approach is to look at every aspect of this issue. Several members interjected. Dr G.I. GALLOP: That is what the people want and that is what we will give them. Several members interjected. The SPEAKER: I call to order the member for Kalgoorlie for the third time and the member for Nedlands for the second time. Dr G.I. GALLOP: We are engaged in discussions with the courts over the possibility of using more video conferencing and whether AIMS Corporation fulfilled the requirements of its contract. We have received preliminary advice on that matter. We have committed funds to upgrade the Supreme Court buildings. It is very unfortunate that that work was not done last summer. It is planned for this summer but work has already been done on an interim basis. Unlike the Liberal Government that preceded us, we are solving this problem once and for all through the construction of a new justice complex in Perth.

Mr R.C. Kucera interjected. The SPEAKER: Order, minister! Mr C.J. BARNETT: My question continues - (3) Does the Premier want the member for Midland to be President of the Australian Labor Party or to do her job as a minister of the Crown? Dr G.I. GALLOP replied: (1)-(3) I have full confidence in the member for Midland as the Minister for Police and Emergency Services and the Minister for Justice in this State. I could go through what she has done for improving security in our prison system, but that is a matter for later debate. The buck does stop with the Government in this respect and that is why we have a responsibility to look at every aspect of what happened and led to this very unacceptable event last Thursday. Mr C.J.
