I refer to the question I asked of the minister yesterday relating to the August 2002 Perth urban rail development supplementary master plan and the new travel demand forecasts carried out using an enhanced computer model, and the statement in the plan which reads - Because of the importance of demand modelling, a full description of the process is given in a separate paper. (1) Given that the minister has had 24 hours to inquire of her staff and PURD officers, can she now confirm whether the important separate paper was prepared at the time she tabled the supplementary master plan in August? (2) Will the minister now advise when the important separate paper referred to in the three-month-old supplementary master plan will be ready for release? (3) How can the minister expect Parliament to pass a Bill to enable the railway to be constructed when members cannot scrutinise patronage figures on which the proposal is based? Ms A.J. MacTIERNAN

I thank the member for some notice of this question. It has saved me trying to find the provision in the standing orders that would allow me to provide the response. (1)-(3) The paper that is referred to in the master plan was prepared in July 2002. It outlines in detail the modelling process, in particular the difference in the modelling process that took place between the provision of the original master plan and the supplementary master plan. The model has been updated, and this paper sets out that updating process and the reasons for the difference and the reduction in the population forecasts. All the tables that were produced as a result of the application of this model were reported in the supplementary master plan. The document that is now being finalised is not a description of the process. Basically, the paper draws together the work of this paper and all the other tables that appeared in the supplementary master plan in a single form. The fundamental description and all the tables developed are in the supplementary master plan. No further modelling work is being done. I table the document. [See paper No 468.]
