I was very pleased to attend the
ceremony last Sunday for the commencement of works at Yagan Square. Can the
minister please advise the house of the economic and community benefits of this
outstanding project?

I was very pleased to be present
with the Premier, the member for Perth and other people, including,
importantly, a number of Whadjuk Noongar women at the commencement of works
last Sunday at Yagan Square, which is of course part of the Perth City Link
project. When we came to government in 2008, we were very keen to ensure that
the Perth City Link project was not only announced and planned for, but also
constructed and completed, as is the case with Elizabeth Quay. These projects
collectively are very important for transforming Perth and they are very
important for economic development. Other examples include, of course, the
construction of Perth Stadium; the Riverside project near the Causeway, which
is also under the Metropolitan Redevelopment Authority; and the development of
the new Western Australian Museum.
In relation to Yagan Square, as the
name indicates, there will be a very strong Aboriginal narrative within the
square, reflective of Aboriginal heritage and paying due respect to the Noongar
heritage and culture in the south west of Western Australia. The square will
have a large Western Australian–focused dining and fresh produce market
hall, as well as native gardens, a children's play area and community
event spaces.
The member asked about the economic
development impacts of this project. It is very important for job creation in
construction and for continuing employment opportunities through the retail and
hospitality opportunities that will be provided. Twenty-five retail and food
and beverage tenancies will be created in Yagan Square, which will provide
opportunities for local businesses. During construction, a significant number
of jobs will be created. In fact, in the total Perth City Link project, about
$250 million of aboveground development has already been provided on the Seven
Group Holdings Ltd–owned land and the various buildings around the
Kings Square area. Ultimately, we expect that about $4 billion in investment
will be facilitated through the construction of the Perth City Link project, together
with the transformative effect it will have on the city in activating and re‑establishing
the link between Northbridge and the CBD and so on.
Overall in construction of the aboveground projects, we
expect that about 3 000 direct and indirect jobs will be created. It is
important to remember that it is estimated that the construction industry
provides about 10 per cent of the jobs in the Western Australian workforce, so
it is particularly important, particularly in these times when there has been a
reduced level of employment as a result of reduced expansion in the resource
sector. Encouraging and facilitating further projects in the construction
industry, including directly through government, is really important. What we
are doing in the Perth City Link area and Yagan Square in particular is an
example of that.
