I refer to the Minister's media release dated 10 April 2013 entitled Major Reform for State’s Energy Sector , and his claim that incremental changes to the energy market since 2008 have reduced the cost to the State by approximately $1 billion, and I ask: (a) who advised the Minister of this $1 billion figure; (b) when was the Minister advised of this figure; (c) please provide the detail of each of these incremental changes that the Minister was referring to; (d) on what date were each of these incremental changes implemented; and (e) please provide a detailed breakdown of the saving made for each of these incremental changes?
