(1) The State Government does not receive royalties directly from North West Shelf Project (NWS) proponents. All NWS royalties are paid to the Federal Department of Industry, Innovation and Science (DIIS) and then the State share is received from DIIS. The following annual royalty payments have been extracted from the “Overview of State Taxes and Royalties 2018-19” published by the Department of Treasury.
$M $M
2009/10 947.6 2014/15 912.6
2010/11 994.3 2015/16 645.5
2011/12 999.6 2016/17 639.9
2012/13 1093.5 2017/18 723.1
2013/14 1168.5 2018/19 845.2
Taxes and excise payments to the State Government are not available for the NWS plants.
(2) Disaggregated information for the NWS by joint venture partners is considered to be commercially sensitive and therefore not publically available. Other general State taxes are collected by the Office of State Revenue such as stamp duty, payroll taxes and land taxes and details of individual taxpayers are treated confidentially. Excise payments are generally collected by the Commonwealth Government.
(3) The “North West Shelf plant” does not apply to a single project and is instead a number of projects. Some of these projects may be within the jurisdiction of Commonwealth Government regulators and not within the State Government’s jurisdiction. The Member is requested to resubmit the question seeking information for specific projects, noting the term “incident” is not used by the State Government safety regulators within DMIRS.
(4) Employment data recorded by DMIRS relates to minesites and does not cover offshore petroleum projects under Commonwealth legislation. Employment data for the NWS should be requested from the Commonwealth’s Australian Bureau of Statistics.
