(1)-(3) Pilbara Cities, funded under the Royalties for Regions program, encapsulates the State Government's vision that towns in the Pilbara region become modern centres that have all the services and facilities enjoyed in other Australian cities. The Member should note that Pilbara Cities is not only focussed on the two major centres of the region but encompasses the total Pilbara region.
The State Government has specifically committed $300 million to the Pilbara Revitalisation Plan in the first stage of Pilbara Cities.
The State Government is also financing an additional $350 million for other social infrastructure projects across the region, including new schools in Karratha, a new hospital in South Hedland, upgrades to Nickol Bay hospital and the South Hedland Town Centre Revitalisation.
The State Government has also submitted a proposal to the Federal Government for $471 million through Infrastructure Australia to progress further initiatives for the Pilbara Cities Program.
Progress is being made on a number of initiatives under Pilbara Cities, namely:
· The State Government is reviewing legislation to streamline planning and development approvals, and facilitate concurrent processing of plans between departments and agencies.
· Joint working group established to develop a partnership between the State Government and Rio Tinto to investigate opportunities for town development strategy for the Pilbara region, with a specific focus on those towns in which Rio Tinto maintains a direct interest (including Dampier, Tom Price, Paraburdoo, Pannawonica and Wickham). This includes investigations into the revitalisation of the town of Dampier, including redevelopment of the town centre and the possible development of a marina and high density accommodation options. This will aim to transform Dampier and provide a major attraction for residents and visitors. Additional opportunities beyond Dampier will then be considered.
· Several forums have been held with the private land development sector to highlight development opportunities in the Pilbara and encourage their involvement and participation.
· The service workers village in Karratha comprising 100 homes for employees in the retail, tourism and general service sectors is nearing the start of construction.
· A new network of underground power lines to secure the power supply for the coastal communities of Karratha, Roebourne, South Hedland and Onslow announced.
· A 10ha commercial mixed use area at the Tambrey Neighbourhood centre, Karratha has been released via structured sale.
· A 1.3ha high density commercial mixed use site on Warambie Street, Karratha, has been released via structured sale.
· Planning work continues on strategically located high rise mixed use sites in Karratha town centre.
· An increase in the number of lots in Baynton West available for builders for home and land packages.
· Three new private sector development opportunities for grouped housing sites have been advertised at LandCorp's residential estates in Karratha, potentially yielding 55 homes
· LandCorp's Nickol West residential estate will be extended in 2010 with the release of a partnering opportunity to develop an estate of approximately 250 dwellings.
· Stages 5 to 8 at Baynton West will be progressed in 2010 and could ultimately deliver up to 600 homes.
· The winning design in the REAL Challenge - an initiative to encourage architects and builders to create climate-responsive home designs within an affordable price range will be built shortly at Baynton West and on completion will be open for public viewing.
· General and light industrial land at the 258ha Gap Ridge Industrial Estate in Karratha will be released in 2010. The estate will, when complete, comprise about 110 lots sized between 3,500sqm and 15ha, supporting the oil and gas and mining sectors in the Burrup and Maitland Industrial Estates.
· Twenty-three light industrial lots will be released in Karratha next year, and negotiations are continuing with Horizon Power to ensure all lots are fully energized by late 2011.
· Funding (in conjunction with the Department of Housing) has been committed towards an Aboriginal economic development project to develop residential land in Roebourne.
· Funded under Royalties for Regions the South Hedland town centre revitalisation is progressing well. It will develop land for up to 600 homes, along with new commercial and retail space, create a new main street around a vibrant town square, build roads and enhance existing streets, and make roads and footpaths more pedestrian-friendly. The first land parcel has been released - a 1.2ha superlot is now being advertised for sale.
· In 2010, two more South Hedland town centre development opportunities on various-sized sites will be advertised for commercial mixed-use purposes.
· The State Government has set aside $137million for the new South Hedland hospital and $6million to construct a new 20-bed renal dialysis hostel adjacent to the new hospital.
· $10.5million will be invested in a recreational centre, as well as $2.7million for South Hedland Marquee Park.
· Nineteen light industrial lots will be released in 2010 at Wedgefield, the beginning of a 200 lot development over 280ha.
· Nine light industrial lots will shortly be released in Newman with further lots to come.
