JAMES PRICE POINT — LIQUEFIED NATURAL GAS DEVELOPMENT — PREMIER’S COMMENTS
I refer to the Premier’s speech to the Committee for Economic Development of Australia conference on Tuesday, 3 March 2009 in which he raised the matter of the liquefied natural gas precinct to the north of Broome and stated, in part — …we are proceeding in developing an LNG precinct to the north of Broome. That’s not the spectacular part of the Kimberley coast, it’s flat tableland, no people living within probably 30 or 40 kilometres of the area. That’s important, we’re trying to do that by negotiation, the timetable is the end of this month. If we can’t do it by negotiation, the State will resume the land. I’ll do that reluctantly, but we will do it. We will not hold up economic development and we will not deny the people of the Kimberley — and particularly the Aboriginal people — the opportunity from some economic independence and some economic security. (1) On what aspects of the development of an LNG precinct north of Broome is the government prepared to negotiate? (2) If the Premier will resume the land anyway, is this genuine negotiation or is it just a “take it or leave it” discussion with the stakeholders? (3) What aspects of the government’s position is the Premier prepared to concede during this so-called negotiation? (4) Does the Premier have environmental approval to develop the precinct or will he instruct his environment minister to “just do it”? (5) Is the Premier’s position not one of arrogance in this matter; and, how can Indigenous people trust him on any issue, given the arrogant way in which he has handled this one? The PRESIDENT : Before I call on the Leader of the House, I remind members to look at the standing orders with respect to what should be contained in questions because there are some breaches of the standing orders in that question. Hon NORMAN MOORE

I thank the member for some notice of this question. (1)-(5) As the honourable member should be aware, negotiations in the matter of the LNG precinct at James Price Point between the state government, the traditional owners and Woodside are ongoing as we speak. All issues are being discussed in good faith and with goodwill. Can I direct the member’s attention to the comments made by the member for Kimberley on the radio this morning, and she might understand exactly what this is all about.
