I refer the Minister to his media statement dated 14 January 2010 titled Rock lobster fishery management retains confidence of international accreditor, in which he stated, ‘It is my understanding that the MSC was fully satisfied that the rock lobster fishery continues to meet its stringent standards of management and overall stock viability’, and I ask -
(1) Was the Minister aware of condition 1.1.5.1 (2009), of the 2009 MSC Special/Surveillance Audit Report into the Western Australia Rock Lobster Fishery, which requested that, ‘an international peer review of the current (2009) stock assessment and work with peer reviewer(s) to develop a robust assessment of the stock’, when he released that statement?
(2) Has the international peer review panel or committee been set up?
(3) If yes to (2), -
(a) who will be on this panel/committee;
(b) how much will it cost; and
(c) when is it due to report back?
(4) If no to (2), why not?

1) The inclusion of conditions seeking further peer review in reports such as that prepared by the Marine Stewardship Council is neither unusual nor a criticism of current research and management processes. It is a normal part of the continuous improvement processes demanded by third party certifiers. I support these processes as does the Department of Fisheries (Department). I should also point out that in the interest of ensuring continued best practice; the Department was planning to commission an independent stock assessment review regardless of the Marine Stewardship Council.

3 b) Approximately $AUS 38,628 comprising panel member's fees, air travel, taxis, accommodation and meals. The final figure will depend on the exchange rate when the last $US payment is made.
3 c) The Western Rock Lobster Stock Assessment and Modelling Review Workshop took place between 20 and 24 May 2010 at the WA Fisheries and Marine Research Laboratories at Hillarys. Stakeholders were invited to attend. The Review Panel's report has been completed and submitted to the Western Rock Lobster Council (the Client of the MSC certification) and to the Department of Fisheries.
A full report of the workshop is currently being prepared.
Work is in progress to implement the Review Panel's recommendations.
