75. Hon SUE ELLERY to the
minister representing the Treasurer:
(1) How many
requests for exemptions from the public sector recruitment freeze have been
received from the Minister for Education to the Treasurer, and for which
category of employee and how many for each category?
(2) How many
of those have been granted?
(3) What was
the reason for any not being granted?

Hon Sue Ellery : If you read them, you'll see that
they are different.
Hon HELEN MORTON : Are they? They are very similar, so I guess
the Leader of the Opposition is trying to catch us out a bit here!
Hon Sue Ellery : No. I am just trying to get some facts.
Hon HELEN MORTON : I thank the member for some notice of the
question.
(1) The
government has provided a standing exemption from the recruitment freeze for
teachers. For non–teaching positions, the Minister for Education is
able to request specific exemptions from the Treasurer. To date, the minister
has submitted exemption requests for 41.3 FTE categories as follows: cleaner,
3.4; gardener, 1.1; principal, two; special needs education assistant, 5.5;
school psychologist, 16.7; female supervisor, 7.5; kitchen hand, 0.9; weekend
cook, 0.3; animal feeder, one; corporate services manager, one; vocational and
trainer assessor, one; and deputy principal, one—a total of 41.3 FTE.
(2) To date,
exemptions have been granted for 32.8 FTE categories as follows: cleaner,
three; gardener 1.1; principal, two; special needs education assistant, 5.5;
school psychologist, 16.7; and supervisor, 4.5—a total of 32.8 FTE.
(3) The
balance of the requested FTEs is either currently under consideration or has
not been granted. When an exemption request was not granted—for
example, because there is no legislative requirement for the position to be
filled—the agency was encouraged to fully pursue the workforce
management strategies available under the recruitment freeze, including
flexibility, allocating its existing workforce or seeking secondments of
employees from other general government sector agencies.
