when he signed Delegation 22 in June 2011?

I thank the member for some notice of the question.
Please refer to the answer to part (1) of question without
notice 439 answered on 26 June 2012. Delegation 22 was put in place to allow
the Environmental Protection Authority to deal with any matters whereby there
arises the potential for a quorum of voting board members not to be achieved
through illness, absence, vacancy or board member conflict of interest. The
decision on such matters was delegated to the remaining EPA members or member
available and not having a conflict of interest.
