I refer to proposed Amendment 18 to the Shire of Kalamunda's Local Planning Scheme 3, regarding the rezoning of Lot 500 (No. 32) Gavour Road, and I ask -
(1) Will the Minister please table all referral documents relating to Amendment 18 from the Shire of Kalamunda to the Western Australian Planning Commission (WAPC)?
(2) If no to (1), why not?
(3) Will the Minister please table the Department of Planning's (DOP) report and recommendation to the Statutory Planning Committee on Amendment 18?
(4) If no to (3), why not?
(5) Will the Minister please table the Minutes (including the resolution) of the Statutory Planning Committee Meeting in relation to Amendment 18 held on 27 March 2012 and 13 April 2012?
(6) If no to (5), why not?
(7) Will the Minister please table the WAPC's recommendation to the Minister regarding Amendment 18?
(8) If no to (7), why not?
(9) Has the WAPC returned the DOP's report and recommendations on Amendment 18 to the Department?
(10) If yes to (9), on what grounds was the report returned and what does the WAPC expect will be adjusted in that report?
(11) If yes to (9), is this a standard practice?
(12) If yes to (9), how many reports were returned to the DOP for adjustment in 2011?
(13) How many reports did the DOP supply to the WAPC in 2011?
(14) Did the Wattle Grove Action Group ask to make representation to a voting quorum of the Statutory Planning Committee?
(15) If yes to (14), were they permitted to do so?
(16) Did the proponent and the Kalamunda Shire ask to make representation to a voting quorum of the Statutory Planning Committee?
(17) If yes to (16), were they invited to do so?
(18) If yes to (16), did they do so?
(19) If all parties were not able to make representations to a voting quorum, can the Minister confirm that this is standard practice?

(13) In 2011, the Department of Planning provided 93 reports for consideration to the Western Australian Planning Commission (WAPC). This figure does not include reports to the Statutory Planning Committee or other committees that act under delegated authority from the WAPC.
(14) Yes.
(15) The Wattle Grove Action Group gave a presentation to the Statutory Planning Committee meeting held on 13 March 2012. There was a quorum for the meeting but not for the item on amendment 18, as two members made a declaration of interest.

(17) Yes, at the Statutory Planning Committee Meeting held on 27 March 2012.
(18) Yes.
(19) Arrangements for presentations/deputations to the Statutory Planning Committee are made at the discretion of the Chairman of the WAPC.
