(a) The amount included in the 2004-2005 Budget Statements, Volume 3, page 782, Capital Contribution Statement as the 2003-2004 Budget for Commonwealth Grants of $39.4 million was determined prior to the Federal Government tabling their 2003-2004 Budget. This budget together with carryover funds from 2002-2003 accounted for the increase of $25.055 million to the estimated actual expenditure for 2003-2004 of $64.455 million.
