(1) Is the minister aware that the member for Kalgoorlie, Mr Matt Birney, MLA, has this year tabled a petition in the Legislative Assembly containing nearly 2 000 signatures of Kalgoorlie-Boulder residents calling on the Government to fund a juvenile detention centre in the goldfields? (2) Given that juvenile crime is obviously a serious issue in the goldfields, will the Labor Party today commit to funding such a centre; and, if not, why not? Hon NICK GRIFFITHS

I note that the second part of the question is probably out of order. Political parties do not fund these sorts of facilities. In any event, I will provide a response in the terms provided by the Minister for Justice. (1)-(2) The Gallop Government recently launched a $20 million program to address juvenile offending in Western Australia. This included the intensive supervision program, which is designed to target serious and repeat juvenile offending. The ISP team is expected to commence in Kalgoorlie in July 2005. Furthermore, following the additional resources provided by the Gallop Government, the latest statistics show that crime is down 13.4 per cent in the goldfields-Esperance region as compared with the same time last year. There are no immediate plans to build a juvenile remand centre in the goldfields region due to the low numbers of juveniles who would be placed in such a facility and the high costs involved in constructing and operating such a centre. Rangeview Remand Centre is the state centre for the management of the remand juveniles, and it is well resourced and adequately able to cater for juveniles on remand. Hon Simon O’Brien: Yes, that is the one we built. Hon NICK GRIFFITHS: Is the member suggesting that the Liberal Party built it? I think that taxpayers’ money built it. I get the point that the Liberal Party confuses public money with its own. However, I will conclude the answer that the Minister for Justice has provided, if I am allowed.
