Will the Treasurer outline what the 2005 state budget delivers for families? Mr E.S. RIPPER

The budget will bring enormous benefits to families, including a $25 increase in the family concession for motor vehicle registration, the new learning and training allowance, the new 50c school fare for children’s use of public transport, the freeze on electricity charges and the freeze on compulsory third party insurance. Of course, there are also big funding increases in core services such as health, law and order, and community development. While this budget is also business-friendly, we make no apologies for delivering benefits to families. I particularly welcome the Western Australian Council of Social Service’s response to the budget wherein it stated that low-income families would be $500 better off each year. Most of this week has seen the Leader of the Opposition dealing with personal issues, but at last he got around to speaking on the budget. I listened carefully to his belated budget response. I thought, another back-of-the-beer-coaster performance from the Leader of the Opposition, another speech that really unsettled me. It got right under my skin, that speech. I listened carefully to what he had to say about the budget and its impact on Western Australian families. It would seem he does not actually care about Western Australian families. We looked through the speech and could find only one use of the word “family”. He mentioned the word “family” only once in his budget response. Then he concentrated on Canberra’s tax agenda, not on the agenda for Western Australian families. Let me remind the house about that agenda. Several members interjected. The SPEAKER : Order! Deputy Leader of the Opposition, I call you to order, and also the member for Carine. Mr E.S. RIPPER : The agenda that the Leader of the Opposition supports is an agenda that would see businesses exempt from paying stamp duty, while families would have to keep on paying. That is the Canberra agenda and that is the opposition agenda. We are proud of our record of supporting Western Australian families and we will keep working on their priorities, not on the priorities of Canberra.
