[See paper 1414.] The following material was incorporated - I thank the Hon. Member for some notice of this question. The Minister for Community Development has provided the following response: 1. The Department for Community Development works with a number of agencies which are addressing these issues. Specifically, the Department is implementing the following initiatives: EARLY YEARS Halls Creek is an Early Years site. The following DCD Early Years Grants have been allocated to the Halls Creek Early years Group for community driven initiatives: ∙ $7,083 - to fund the creation and publication of culturally appropriate children’s books in local language by community members and elders in Halls Creek. ∙ $1,022 - to provide funding for creation and printing of placemats for families that show developmental stages of young children and parenting information. ∙ $17,635 - to provide funding for a supported playgroup for families with children 0-5 years to attend. ∙ $21,994 - funding to employ a coordinator to support and build the capacity of the playgroup leaders and outreach the playgroup to local communities around Halls Creek. SAFE PLACES SAFE PEOPLE Six safe places have been identified to enable this initiative to commence immediately. If a young person is regularly seeking alternative accommodation through Safe Places Safe People the local Department for Community Development worker is contacted to develop an intervention plan with the child’s family to support the young person’s ongoing needs. Ngoonjawah Aboriginal Corporation is partnering with the Department in this initiative and has established a reference group of strong Indigenous women to guide the program. SUPPORTING GRANDPARENTS AND OLDER ABORIGINAL PEOPLE The Department’s Office for Seniors Interests and Volunteering proposes to work in partnership with DIA to fund a project to support grandparents and older Aboriginal people in the Halls Creek community. Funding of approximately $20,000 will be provided. CADETS WA UNIT A police ranger cadet unit will be re-established in Halls Creek if there is sufficient community support for this program. 2-4. Yes the staffing in Halls Creek will be increased. A Community Child Protection Worker (CCPW) will be employed to focus on building the capacity of the community to provide safe environments for their own children. HYPE (Helping Young People Engage) The Department has provided support via a Senior Project Officer to introduce and develop the HYPE model in Halls creek. Strong business, community and interagency support has been created for the implementation of the HYPE model and the Shire is sponsoring the project. Processes are underway for the selection of local Indigenous HYPE workers and training will be provided once recruitment has been completed. SAFE PLACES SAFE PEOPLE Six safe places have been identified to enable this initiative to commence immediately. The project will provide financial support to local Aboriginal people caring for other people’s children who need a night or two away from their home. The worker will work in collaboration with other stakeholders to provide community education and information that will raise the awareness of child safety issues within family and community settings. They will also, where necessary, apply the provisions of the Children and Community Services Act 2004 by participating in the investigations of serious concerns about the welfare and safety of children. Whether the officer is Indigenous will depend on the outcomes of the selection process. 5. Currently there are 7.5 FTE based in the Halls Creek area, including Balgo.
