I refer to the 2010–11 budget, which allocated $49.68
million over four years through to 2013–14 under the heading ''Community
Child Health'' to improve access to child development services; and to
the 2013–14 budget allocation for new community health initiatives to
improve access to community child health services, which allocated less for
2013–14 than the 2010–11 budget forward estimates allocated,
and which allocated an additional $34.477 million across the two out years 2014–15
and 2015–16 but described this as new funding of $40.5 million over
four years. Given that the money allocated for community child health in the
2010–11 budget forward estimates was underspent and all the 2013–14
budget forward estimates included an additional $34.477 million in 2014–15
and 2015–16, where is the so-called new $40.5 million over four years?

was for the child development service statewide—additional therapy
services. The new money of $40.5 million was allocated in 2011–12 for
an expansion of community child health services statewide through the
non-government sector. These are two different services.
