(1)-(3) The national competition policy has raised a number of issues in this area. As a result, the Office of Racing, Gaming and Liquor prepared a document that reviewed the issues raised. That document has been around for many months and was in existence for many months during the lifetime of the previous Government. In the interests of proper, open and accountable government, I decided that the views of the Office of Racing, Gaming and Liquor on the issues raised should be made available to industry so that it could take them into account and provide the Government with a response. In other words, this Government consults with the community.
