I refer to a discussion which occurred Tuesday, March 5 2002 at approximately 3.45pm on the back lawn of Mr Hounslows property, 7 Williamstown Road, in which Mr and Mrs Hounslow, and the Chairperson of the Williamstown Residents Committee, Ross Collins, Regional Mining Registrar and Jim Boucaut, Regional Mining Engineer were present -
(1) Was the purpose of Mr Ross Collins and Mr Jim Boucaut visiting Mr and Mrs Hounslow to investigate, determine the facts and collect any further evidence as shown onsite at the mine by Mr Hounslow, arising out of a complaint made concerning breaches of section 20(5) of the
Mining Act
made in a letter dated February 15 2002 addressed to the Minister for State Development?
(2) If no to (1), can the Minister state what was the purpose?
(3) If yes to (1), why didn’t Mr Ross Collins and Mr Boucaut provide courtesy and respect to Mr and Mrs Hounslow given they arrived at the rear of 7 Williamstown Road without prior notification to the Hounslows who had several pre arranged important meetings to attend and both had to organise their affairs before attending?
(4) Can the Minister explain why Mr Jim Boucaut and Mr Ross Collins on arrival at 7 Williamstown Road did not make an agreed time which was suitable to both parties in which to appropriately investigate the complaints and all concerns outlined in a letter dated February 15 2002?
(5) If not, why not?
(6) Did Mr Ross Collins state to Mr and Mrs Hounslow several times with words to the effect that they should detail and make a list of things they would prefer not to happen and that Mr Boucuat and himself would negotiate with the company KCGM?
(7) If yes to (6), can the Minister explain under what authority and what section of the
Mining Act
does Mr Ross Collins have to state this?
(8) If no to (6), what specifically did Mr Ross Collins state?
(9) Can the Minister explain why and how Mr Ross Collins can negotiate a list of things the Hounslows would prefer not to happen suggested by Mr Collins with the company KCGM given that Mr Hounslow was making complaints against the company for not complying with section 20(5) of the
Mining Act
?
(10) If not, why not?

(1 to 10) The purpose of Mr Ross Collins and Mr Jim Boucaut visiting Mr Hounslow was to investigate complaints he has made to the Minister for State Development and in response to his request that as a matter of urgency an inspector make contact with him. The Minister for State Development will provide a written answer to the Hon Member when the Department's investigation is complete.
