BUY LOCAL POLICY - JOHN WILLCOCK COLLEGE NOTEBOOK TENDER
Given the anger in the mid-west business community over the awarding of the John Willcock College laptop computer tender to a Perth company regardless of the buy local compact, and the fact that the tender of the local Geraldton company was $50 000 less than competing tenders, and given the Treasurer’s indication of establishing a review of this tender, I ask - (1) Precisely when will this review be undertaken and who will be on the panel? (2) Can the Treasurer guarantee that the panel will be independent of the State Supply Commission? (3) Does the Treasurer have any current information to explain why the local mid-west company was not included on the initial short list of preferred tenderers? (4) Will the Treasurer give an undertaking to review the entire buy local policy to restore confidence in the system, particularly in regional Western Australia? Mr E.S. RIPPER

I thank the member for Greenough for his question and for the courtesy of providing some notice of it. I also thank the member for Geraldton for his active advocacy on behalf of his local businesses regarding this issue. (1)-(2) The State Supply Commission engaged a member of its supplier complaints review panel, ILS Integrated Logistic Support (Australia) Pty Ltd, to carry out an independent review of the tendering process of the Department of Education and Training contract awarded for the provision of student notebook computers and related services for the John Willcock College in Geraldton. (3) This is one of the issues that is the subject of the review. When the Minister for Education and Training and I have read the report, either he or I will provide further information. (4) The buy local policy insures that 92 per cent of government purchasing of goods and services is bought from local suppliers in the state. The Department of Education and Training purchases 94 per cent of its supplies in the mid-west from local suppliers. The regional buying centre at Geraldton has been a success. Following representations made to me by the member for Geraldton, the Department of Education and Training has agreed to make full use of the centre for its mid-west needs.
