STATE BUDGET 2010–11 — CAPITAL WORKS HEALTH PROJECTS
I refer the minister to the capital works program in the 2010 budget and in particular the line items for Esperance integrated district health service, Nickol Bay Hospital redevelopment, Carnarvon Hospital redevelopment, Exmouth hospital new ambulatory facility, and remote Indigenous health, all denoted as “capital projects receiving funding from royalties for regions fund”. (1) Can Western Australians in regional Western Australia assume that the government would not have proceeded with these projects if not for the royalties for regions fund? (2) If no to (1), why not? (3) Why are essential health initiatives for regional Western Australia regarded as royalties for regions projects and not as normal government expenditure? Hon WENDY DUNCAN

I thank the honourable member for his question. (1) It is impossible to speculate about what regional Western Australians might assume. (2) All these proposals were under consideration but not necessarily priority projects for government across the state. Royalties for regions funding provides focus on supplementing funding and accelerating the capacity for projects to proceed. (3) In the capital projects questioned, royalties for regions has allowed the priority of the projects to be lifted and commenced according to local priority setting and decision making.
