PRISONERS REVIEW BOARD —
EARLY PAROLE — LUKE NOORMETS
1147. Hon TJORN SIBMA to the parliamentary secretary
representing the Attorney General:
I refer to the Prisoners Review
Board and sections 5A and 5B of the Sentence Administration Act 2003.
(1) How did the
board conclude that Luke Noormets, a man who was incarcerated for abducting and
torturing another man, had ''no previous history of violence''?
(2) Was Mr Noormets assessed for
criminogenic treatment?
(3) Was Mr Noormets assessed as
suitable for any treatment programs?
(4) Did Mr Noormets participate in
or complete any treatment programs while in prison?
(5) Did the board
consider Mr Noormets' application for early release while in possession
of details of his complete criminal background?

I thank the honourable member for
some notice of the question. On behalf of the parliamentary secretary, the
following response has been provided by the Attorney General.
(1) The Attorney General is reviewing the
circumstances surrounding the release of Mr Noormets, which will include
consideration of the information that is available to the Prisoners Review
Board about an offender's criminal
history. That review is underway and it would be premature at this stage to
make any further comment.
(2)–(4) These questions
should be referred to the Minister for Corrective Services.
